Principles and methods to assess investment needs

The project will draw-up an inventory of the current situation in Europe, thanks to the creation of a database and a classification of territories. This will provide the principles for investment needs modelling in the context of the European enlargement process.

On the basis of this analysis, guidance for future research will be provided, in order to define the common tools that would have to be developed at the European level. These tools will be used to elaborate new investment methods so as to optimise investments in the coming years. This will be achieved within the context of the translation of the Water Framework Directive into national law before 2015.

Prospective analysis of the financing strategies

The second expected result is a forward-looking analysis of the available financing strategies to tackle investments in the forthcoming fifteen years.

  • This approach will provide a measure of the progress and implication of each country regarding the implication of private operators in water management as well as in water financing investments. Politically and socially speaking, this is a particularly sensitive issue.
  • The financial strategy that will prevail and the volume of financial resources that could be raised, will be one of the keys for the success of the investment program.

Scenarios for water pricing

  • The third result is to analyse the change of water pricing over time and the corresponding links with the source of financing. Scenarios will describe and anticipate the links between required investments, the sources of infrastructure finance and the consequences on water pricing.
