MEIF Team
The project was awarded to a consortium comprising
three organisations: PricewaterhouseCoopers (PwC), the IOW
(International Office for Water), the BIPE Administrations
and Environment Sector.
PricewaterhouseCoopers
(PwC) is the consortium leader and coordinator
for this project. PwC has substantial financial experience
in structuring projects in the water sector for both private
operators and local authorities. The firm has also a substantial
experience in financing projects with outstanding transactions
in the European water sector both for local authorities and
private operators. The company is also in the heart of strategic
thinking regarding water infrastructures financing at an international
level.
Within MEIF, PwC will act as a leader for all aspects linked
to financing strategies.
BIPE
is an independent consulting firm specialized in forward-looking
economic analysis and forecasts. The BIPE's environmental
department works especially on water and waste economic issues
for both public authorities and water producing and distributing
companies. BIPE's core expertise includes: benchmarking in
France and Europe, identification of water pricing factors,
comparison of water management systems in Europe and their
economic performances, proposal of a water pricing system
that identifies key factors, analyses of industrial water
uses and the calculation of the cost recovery between different
water uses.
Within MEIF, BIPE will be responsible for the economic aspects
and will lead the work package dealing with water pricing.
The different working areas of the International
Office for Water (IOW) are the institutional development
of water management, water management data, water day release
training, water documentation and information. Three centres
of competence intervene and have different missions. The National
Training Centre for Water Professions provides training courses
regarding the administration of water resources, the management
of public services, drinking water supply and sewerage at
a local level, process water and the decontamination of industrial
effluents. The International Institute for Water Administration
offered institutions and countries to work with them in order
to build their own capacities for administrative organization
and training. The aim is to ensure an integrated water management.
The National Centre for Water related Information and
Documentation is in charge of the projects related to data
collection, data management, and data spreading in the water
area. The mission of data and information management of the
Centre covers especially the National network on water related
data and the National Water database.
The « Studies and international projects »
team belongs to the National Centre for Water- related information
and documentation and has already participated and even lead
various projects regarding economy or public/private partnerships,
in particular:
- The Aqualibrium project that established a state of the
art regarding Public/Private Partnerships in the 15 European
Union member states;
- The study « inventory of the water and sanitation
network » that provides a physical and estimated inventory
of the patrimony infrastructure in water and sanitation and
to suggest a first evaluation of the needs in communities
renewal.
