Context
MEIF is a research project funded by the European Commission
DG Research under the 5th Framework Programme. The MEIF project
contributes to the implementation of the Key Action "Sustainable
management and water quality". The scope of the study
will encompass five EU Member States (Germany, Spain, France,
Italy and United Kingdom) and five Accession States (Bulgaria,
Hungary, Poland, Romania and the Czech Republic).

Challenges
The sustainable management of water is a major and complex
challenge. The improvement of the distribution networks and
the development of water treatment infrastructures combined
with demographic and economic pressures imply heavy investments
needs. The aim is to ensure a rational, ecologic and economic
water using. In addition, the Water Framework Directive (2000/60/CE)
includes an economic analysis of the different uses of water
in each country.

The knowledge gap
Thorough knowledge and understanding of the interrelationship
between required investments, financing and water pricing
is currently not available. Although in-depth understanding
currently exists at various levels (local, regional, national)
and in various organisations, communication between local,
national and European institutions involved in water management
is lacking and an overall analysis of issues has not been
performed. As a result, it is currently difficult, at European
level, to assess and model the need for investment, to develop
efficient and coherent financing strategies, and to implement
coordinated and consistent water pricing policies.
